Notice To Market Participants

For trade date Monday, January 1, 2001 (DA market that runs on December 31,
2000) the following price cap validation changes will be implemented:

* Supplemental and A/S Energy: Soft price cap with a breakpoint at
$150. Bids above $150 will be accepted but will not be allowed to set the
clearing price.

* A/S Capacity:  Soft price cap with a breakpoint at $150.  Bids above
$150 will be accepted but will not be allowed to set the clearing price.

* Congestion Management Adjustment Bids:   Status quo will be
maintained with respect to congestion management adjustment bids.  The
adjustment bid range will be from $0 to $250.
